"Immaculate Heart of Mary, pray for us now and at the hour of our death." (Inscription on Green Scapular)
(Imprimatured Pamphlet, 1956): The "Green Scapular" is not really a scapular in the true sense that it is not the badge of any religious congregation or confraternity and it is not required that it be worn over the shoulders. However, it is a convenient and popular designation.
The devotion owes its origin to an apparition of Our Blessed Lady to Sister Justine Bisqueyburu of the Daughters of Charity of Saint Vincent de Paul, in France, on the Feast of the Natvity of Our Lady, 8th
September, 1840.
Sister Bisqueyburu had been orphaned at a tender age and had been adopted by a wealthy relative, who left her his fortune. Justine turned her back
on wealth and worldly position and entered the novitiate on 27th November, 1839. It was her first vision of Our Lady, clothed in white with a light blue mantle, and her tresses falling over her shoulders; in her right hand she held a heart all aflame
with brilliant rays and in her left hand a cord from which hung a single piece of green cloth with a picture on one side depicting Our Lady as she appeard in the vision, and on the other side a picture depicting the Immaculate Heart of Mary
all aflame, pierced by a sword, surrounded by a small cross, and surrounded by the inscription: Immaculate Heart of Mary, pray for us now and at the hour of our death.
Sister Bisqueyburu
It was made clear to Sister Bisquayburu that this devotion to the Immaculate Heart of Mary would be a source of many conversions and of deep repentence and many other blessings. It was only after repeated visions and urgings that the devotion was finally established. It was approved by Pope Pius IX in 1863 and in 1870.
The "Green Scapular" may be blessed with a simple blessing by any priest and no special faculties or formula is required. It need not be worn over the shoulders but may be worn anywhere on the person, pinned to a garment, kept in a pocket or in one's room.
The invocation, Immaculate Heart of Mary, pray for us now and at the hour of our death, should be said once a day by the person wishing to gain the benefits of the devotion for himself or herself or once a day on behalf of anyone else whom he or she wishes to benefit from the devotion if the person is not willing or is unable to make the invocation personally.

Could these scapulars be made available to the faithful. They could be blessed by a Priest in union with pope Gregory and sent by post, and we could wear them

As with all of this, if the faithful want these type of special things from the True Church, they must support Her more. There are few who show the generosity that you consistently have.
